Cully TIF District Map
What is TIF?
Our 42nd Avenue (O42A) is within the Cully Tax Increment Financing (TIF) district. TIF is a public financing tool used by municipalities to subsidize redevelopment, infrastructure, and community improvement projects in designated areas.
TIF works by freezing the property tax revenue base for a set period and diverting future increases in tax revenue—the “increment” generated by rising property values—to pay for development costs, rather than going to local taxing bodies.
Portland City Council approved the first Cully TIF District Action Plan in March 2026, which will guide $31 million of investment by Prosper Portland and Portland Housing Bureau in Cully over the next five years.
If you are a resident, business, or property owner located with the Cully TIF boundaries, you could have access to this funding.
While the TIF micro grants (up to $20k) that the O42A team will administer won’t be available until the fall, the PIP funding application is now open for small businesses and property owners. This grant is up to $75K, is funded on a reimbursement basis, and requires a 25% funding match. Contact us with with any questions at: 42ave@nayapdx.org
